Construction must go on


MALTA -- Layer up.

That's the message officials behind the massive effort to build the GlobalFoundries computer chip factory are sending to the roughly 300 workers who will continue to labor at the construction site through New York's bitter winter weather.

Alan Asadoorian, who is directing the construction project for M+W Zander, said last week that snow, ice and sub-zero temperatures will do little to deter work from continuing at the Luther Forest Technology Campus, where the computer chip maker is in its 28th week of construction.

"We're not going to be avoiding any specific kind of work, we just know that it's going to take a little bit longer to do," he said while touring the site on a recent 11-degree morning.

That commitment to forge through brutal conditions isn't absolute, however, and provisions are being made to help workers remain as comfortable as possible over the coming months.

Officials are planning to check the weather each morning, Asadoorian said, and will do their best to alert workers if snow and ice create unsafe conditions and work is delayed or called off. The announcements will be made through the media in much the same way school closings are.

"If we can't assure a safe work place, we're just not going to work," Asadoorian said. "Our goal is not to get this project done as quickly as possible, but to get everyone in and out safely every day."

The fact that the $4.2 billion project has been moving forward on time is also helpful. The latest benchmark was the installation of the main manufacturing facilities first roof tress on Dec. 7.

"We've been tracking on schedule so far, and we anticipated a slow down, so we're not so desperate that we have to squeeze out every work hour, whatever the conditions," Asadoorian said.

Construction officials hope to continue erecting the structural steel and enclose the manufacturing building in the coming months. Work on the central-utility building will also continue, with some interior work now beginning.

Some provisions are being made to help workers endure the bitter temperatures while work forges ahead, however.

A new insulated tent is being installed now to provide workers with a bit of a respite from the elements. The 5,000-square-foot tent will eventually house a kitchen and have enough room for as many as 500 workers.

Ground-thawing equipment and portable lights have also been moved on site so that work can continue despite the frigid conditions and early sunsets.

While work is carrying on at the GlobalFoundries site, activity in other areas of the Luther Forest Technology Campus is winding down for the next few months.

Michael Relyea, the tech campuses executive director, said efforts to build out remaining infrastructure needed in the park - primarily water and power lines - will not begin until this spring.

Road work and a sewer connection to the park were among the final projects to be finished this year, he said, and were completed in mid-November.

"With those two bigger projects getting done, we decided to take some time to get our house in order and get ready for the spring," Relyea said.

All of the primary infrastructure needed at the park should be finished by this time next year, he predicted.
