Talks are continuing between GlobalFoundries Inc. and local construction unions over the work force that will build a $4.2 billion computer-chip fabrication plant in Malta.

Mantello declined to be more specific, citing an agreement by both sides not to negotiate in the press.
Travis Bullard, a spokesman for GlobalFoundries, also declined to divulge any details.
